FTS operates three winter shelters (SPA 5 – SPA 6) for LAHSA between the months of October and March. The WSP is instituted yearly during the coldest and wettest months. These three sites offer persons experiencing homelessness with temporary overnight shelter meals and help connecting to supportive services and stable housing.

FTS has been operating the Winter Shelter Program for many years, especially within the restrictive environments such as the National Guard Armories. Because of this unique and extensive experience in operating within the armories, we have gained valuable understanding of the culture, procedures (like when they are closed for training exercises), and restrictions. FTS has also gained insights into working with homeless individuals within the confines of the armories.

The only requirement for participation in First To Serve Winter Shelter Program is that participants show up within the scheduled pick up times and locations. No walk up clients or clients arriving outside of the program period will be accepted at any of the Winter Shelter locations.
